  In this release, we are making this a much better experience for developers that want to use the Windows Phone Emulator with Internet Explorer by enabling the use of Visual Studio's debugging and performance tools while testing your web page in the phone emulator Diagnosing Mobile Website Issues on Windows Phone 8. From what I've read, it sounds like they purposely designed the updates to come from the Visual Studio app itself instead of from Windows Updates. To work around the issue, manually delete the file from the server by using Source Control Explorer.
